With time running out to pass a balanced budget for 2010, Canton officials are proposing an unusual means of keeping finances out of the red. The plan calls on city council to approve the use of Capital Improvement Fund monies to ensure that utility payments are made this year. The city must pass a permanant, balanced budget by the end of this month.
